Penelope M. “Penny” Shoen, of Watertown, NY, passed away peacefully on February 22, 2026, at her home under the care of Hospice of Jefferson County, surrounded by her loving family.
She was born on February 4, 1945, in Watertown, NY, the daughter of Gerald and Mary (Stewart) Busler. Penny attended Watertown High School. On April 28, 1962, she married Merrill F. “Corky” Shoen at St. Mary’s Catholic Church in Evans Mills. The couple resided in Calcium for eight years before moving to their current home on Hinds Road in 1973.
Penny had a true passion for baking and creating pastries, which blossomed into her own business, International Pastries. What began in her home grew into a storefront in the Paddock Arcade in Watertown, which she owned and operated for six years. She took great pride in her work and the joy it brought to others.
Her husband, Merrill, was employed as a foreman at New York Air Brake for 33 years.
Penny was a former member of the Quilters Guild. She enjoyed skiing, sewing, traveling, and especially traveling abroad. Above all, she cherished time spent with her family.
She is survived by her husband, Merrill F. “Corky” Shoen, Jr.; a daughter and son-in-law, Angelique R. (Michael) Higgins of Watertown, NY; three sons and their wives, Scott G. (Madeline) Shoen of Pamelia, NY, NY, Todd J. (Becky) Shoen of Lorraine, NY, and Matthew M. (Rochelle) Shoen of Watertown, NY; 12 grandchildren; and three great-grandchildren.
Arrangements are with the Hart & Bruce Funeral Home. A Funeral Mass will be said 1 pm on Friday, March 6 at Our Lady of the Sacred Heart Church.
Donations in Penny’s memory may be made to St. Jude Children’s Research Hospital or Shriners Hospitals for Children.
